International channels: situation on the networks of a neighbouring state

International channels work in normal mode.

Traffic is partly returned to the northern routes.

Because of the situation on the networks of a neighbouring state, both northern routes carry no traffic. Traffic is transferred to the southern route; speed is limited.

Access to foreign resources is slow or unavailable.
